One of the first things you learn as a new ham is that you can’t just use any frequency you want. The amateur radio spectrum is divided into bands, and within each band, there are designated sub-bands for specific modes and purposes. This structure is called a band plan, and understanding it separates competent operators from people who accidentally wreck everyone’s weekend.

What Is a Band Plan?

A band plan is a frequency allocation guide that shows you exactly which parts of each band are designated for what activities. It’s maintained by the ARRL (American Radio Relay League) in North America, with similar organizations in other countries maintaining their own versions.

Think of it as the rules of the road for radio operators. If everyone just transmitted wherever they wanted on the spectrum, it would be chaos. The band plan prevents that by ensuring that:

  • Data modes operators know where to find other data operators
  • CW operators have their own space
  • Phone operators have their designated frequencies
  • Repeaters are coordinated and frequency-scheduled
  • Special events have planned allocations

The 2-Meter Band: A Practical Example

The 2-meter band (144-148 MHz) is one of the most active amateur bands, so it’s a good reference for understanding how band plans work.

144.00-144.10 MHz: EME (Earth-Moon-Earth) and weak signal CW
144.10-144.50 MHz: SSB and CW
144.50-145.00 MHz: Repeater inputs (varies by region)
145.00-145.50 MHz: Repeater outputs
145.50-146.00 MHz: Simplex voice
146.00-146.60 MHz: Repeater inputs and outputs (coordinated)
146.60-147.00 MHz: Simplex voice (primarily)
147.00-147.60 MHz: Repeater outputs
147.60-148.00 MHz: Experimental and future allocation

Within these ranges, specific frequencies are coordinated for repeaters. You can’t just start a repeater on 146.52—that frequency might already be allocated to a repeater in your area.

Regional Variations Matter

Band plan frequency allocations vary by region. The repeater input/output splits in California aren’t the same as the splits in New York. Before you set up any repeater or do anything on the lower frequencies, check your local repeater coordinator to see what’s already allocated in your area.

This coordination prevents two repeaters from using the same frequency and interfering with each other. It’s not a suggestion—it’s how the system stays functional.

Operating Etiquette: Following the Spirit of the Band Plan

Knowing the band plan and actually following it are two different things. Just because you technically can transmit on a frequency doesn’t mean you should.

Respect the Mode: If you’re on an SSB frequency, don’t transmit CW. If it’s a data frequency, don’t use it for voice unless there’s a specific emergency.

Monitor Before Transmitting: Before keying up on a frequency, listen for at least 30 seconds to make sure it’s clear. Someone might be in the middle of a QSO (conversation). Jamming them by transmitting over them is rude and interference.

Use Appropriate Power: Don’t blast 50 watts into a repeater when 5 watts would be heard perfectly. Higher power doesn’t mean better communication—it means you’re using more battery and creating more interference potential.

Yield to Established Nets: Nets (scheduled communications groups) have priority on their designated frequencies during their scheduled times. Don’t interrupt a net with random traffic.

Identify Properly: Transmit your call sign regularly (every 10 minutes in the US, at the end of each transmission). Make sure your signal is clean and not causing splatter on adjacent frequencies.

Band Plan Violations: What Happens?

The FCC technically has authority over amateur radio operations, but they don’t monitor continuously. Local repeater groups and your area’s amateur radio community generally enforce band plan compliance.

Persistent violations can result in:

  • Your call sign being mentioned on local nets as problematic
  • Requests from the frequency coordinator to cease operations
  • Complaints to the FCC (which can lead to citations)
  • Loss of repeater access

Most of the time, if you’re violating the band plan by accident, someone will approach you politely and help you understand the issue. Most of us remember being new. The issue arises when someone knows the rules and ignores them anyway.

Looking It Up

Your local ARRL section maintains the current band plan. You can find it on the ARRL website or by contacting your local repeater coordinator. They’re usually friendly folks who want the spectrum to work well and are happy to answer questions.

Save it on your phone. Reference it before you set up anything. It’ll save you headaches and ensure you’re operating in the right part of the spectrum for what you’re trying to do.
